K215 ROE - Rules of Engagement
1.1. To be protected by K215 ROE, players must belong to a clan that:
States in the first line of its description that it follows K215 ROE.
Lists a responsive diplomat.
1.2. If no diplomat is listed, the clan leader acts as the diplomat. If the leader is outlawed, the clan loses ROE protection after 21 hours.
1.3. Players under 100k might are always protected, unless they are outlawed. However, if they attack first, retaliation is allowed.
2.1. Disputes between diplomats must be resolved within 12 hours. If no resolution is reached within 24 hours, a case can be opened in the "K215 VIOLATION COURT" (diplomats and guards only). Players must not report ROE violations in kingdom chat (KC).
2.2. Royal Guards, appointed by the King, judge violations and assign penalties within one week using game evidence. The King has the final word in contested cases or unclear interpretations.
2.3. All ROE violations can be judged by the Royal Guards. Improperly submitted reports may be dismissed.
2.4. In case of serious or repeated violations, Royal Guards may request the King to outlaw a player or clan. Pardons are granted if the conditions of the outlaw decree are met. Players or clans supporting an outlaw may also be outlawed if there is objective evidence.
3.1. Mutual compensation is the preferred way to resolve disputes through diplomacy. Retaliation is a valid alternative, per the retaliation rules (Section 7).

6.2. Scouting is considered an attack. You may only attack the same player up to 3 times within 24 hours.
6.3. Attacking portals within clan territory, event portals, or memorial portals is illegal.
6.4. If a portal outside clan territory becomes hostile (initiates an attack), it can be closed by any member of the defending clan.
7.1. In the event of an illegal attack, one retaliation per clan member is allowed against the violator or hostile portal. No clan marches permitted.
7.2. If retaliation occurs, compensation or justice recourse is voided.

8.2. Each player may register 1 DM and 1 WS per 24-hour period. Use only the last two digits of the X and Y coordinates.
8.3. The first registrant has 15 minutes to occupy the DM/WS. After that, the claim is void and others may register.
8.4. Improperly occupied DMs/WS may be vacated by Royal Guards (including by force). The evicted player bears all costs. Clan leaders are responsible for ensuring their players follow these rules.
8.5. Illegally mined gold must be compensated using gold mines only. Silver may be used only for troop damages or fines.
8.6. Anyone copying a registration message without formatting it as specified (last two digits of X and Y) will lose the claim, effective immediately.
9.1. Resources inside clan territory belong to that clan.
